	Mistakes were made.
	Yes, Mr. Giuliani, if it hadn't been for our firemen and police, many more people would have died in the WTC terrorist incident than did die. On the other hand, if you hadn't insisted on paying off a campaign contributor with city funds by putting your "command center" in Tower 7 over the objections of your security people (who pointed out that it was a potential terrorist target), there would have been some point of coordination for police, fire and rescue services, and many of those who died might not have. You know, like the police and firemen. Oh, and the fuel tank for your command center wouldn't have blown up and destroyed Tower 7. I'll just bet you don't want to talk about blame. I was really comforted by the way he handled 9/11 at the time, and I cordially loathe the man. Since, I've learned a little more. Surely if you're going to situate the city's emergency response center in a known terrorist target you'd have someone draw up a plan? Nah.

I am surprised nobody has written an indepth reporting on how the command center was first originally built inside the WTC complex. Even to a joe like me, it doesn't make sense.

There's more to it than that - the collapse of Tower Seven is likely Giulliani's fault. They had a huge tank of fuel oil in there to run the generators, so that the command center could be isolated from the grid in the event of a blackout or what have you. It blew up.

And the Giuliani plan to put the City's emergency command center in an upstairs floor of a World Trade Center office building was controversial from its inception. This criticism is no after-the-fact second-guessing.

My understanding is that their plans said flood was the most likely disaster therefore have the command centre on a higher floor. This doesn't explain the particular choice of the World Trade Centre however.
